Maureen Harper

Eleanor Clark, as Strategic Development Manager in Communities Scotland, the former Scottish Government housing and regeneration agency, led on developing the Agency's role in developing and supporting information and advice provision in Scotland and on good practice in the private rented sector. She co-ordinated Communities Scotland’s role in health improvement and developed the Agency's mental health and wellbeing strategy.

She was responsible for HomePoint providing support and assistance to a wide variety of statutory and voluntary sector agencies; law centres, housing associations and helped them to develop and deliver effective and efficient advice services. She developed good practice publications a national distance learning training course and models of service provision for users with varying needs. She led on the development and subsequent reviews of the Scottish National Standards for Information and Advice Providers.

Working with private rented sector organisations and individuals in the sector and consumer representatives Eleanor was responsible for the development of national standards for private landlords published by Communities Scotland in 2006. She co-ordinated the set up of local accreditation schemes for private landlords. Following the pilot of four local schemes which she managed Scottish Government provided grant funding for the model to be adapted to suit a national scheme.

To facilitate communication of key messages on these and other areas of work Eleanor planned and ran programmes of themed national conferences and topical seminars for a range of audiences across Scotland: local authorities and other service providers; consumer agencies; private landlords and the general public.

Attention to detail at all stages: attracting the appropriate audience; choosing the optimum venue and setting the relevant atmosphere meant that the events were consistently well attended and positively evaluated. This has given Eleanor experience and confidence to offer planning and delivery for all types of events.

Since leaving Communities Scotland and establishing EMC Quality Services Eleanor has worked with several housing associations advising on quality compliance, and in Dundee for the City Council providing support and advice on quality compliance to seven agencies funded by the Council to provide money related advice.

Between January and March 2008 she was commissioned by the Scottish Association of Landlords to develop the workplan for the national accreditation scheme for private landlords.
